Character creation guidelines have been moved into the House Rules so everything exists within the one document.

Layout has been changed to match the layout in the book.

Added a cutoff for Downtime Action submissions.

House Rules added for the Resources Background clarifying how it can be used, to limit potential avenues for abuse, and to encourage players to purchase Resources & Resources Advantages or utilize the Coterie/Gang rules.
