Setting

Peoria, Illinois was the whiskey capital of the world until Prohibition hit. That's when infamous mobster Al Capone seized control of the city's organized crime with the help of the Shelton Gang.

Contrary to the belief of the world's mortal population, Capone never died. Instead he was granted the embrace by then Prince Lodin of Chicago in 1941. Using his new supernatural powers, Capone cemented his hold over organized crime in Chicago as well as in Peoria.

With the death of Lodin in 1993, Chicago was left without a Prince until Joseph Peterson took over. Prince Peterson's rule over Chicago was weak at best, and ultimately resulted in Kevin Jackson seizing the throne.

While Capone's hold over organized crime persisted, he eventually went missing sometime in the late 2010's. This left a power vacuum within Peoria that the Anarch Movement quickly filled.

5iN, Baron and a prominent member of the Anarchs, also claims the Camarilla title of Prince in order to prevent the Chicago Camarilla from attempting to regain control over the region by weaponizing the Camarilla Traditions against them.

Sometime in late 2023, members of the Anarch Free States claimed to have captured a member of the Camarilla's Red List. Their letter to the Camarilla made two demands; a summit be held to address their grievances with the Camarilla and that the summit be held in Chicago. Prince Jackson agreed to host what became The Windy City Summit and Peoria's Anarchs saw an opportunity.

The Anarchs assembled yet again at Eye of Newt to find that their Baron had put a map on the board with different districts sectioned off and outlined in different colored markers. While territory had been discussed previously and agreed upon, borders had not been cemented in stone on a map.


Some of the borders had been redrawn to ensure that most territories had something of note to call "theirs." While this fact seemed to go unnoticed, what was noticed and called out is that the territory that was formerly designated as belonging to the Camarilla (and it's now former Prince) was up for grabs. While the turf went unclaimed by any gang, this may prove to be a pain point in the future.

Once the territories were decided upon, an announcement was made. A change to the Baron's laws and the appointment of a Reeve as the Baron had grown tired of being pulled into petty disputes over trespassing.

Reeve: The Anarch Reeve is a seeming paradox, a keeper of order in Anarch domains that typically spurn such order and authority. Still, few are the Barons who are so foolish as to allow pure anarchy in their domains because all it takes is one shitbird Lick to blow the Masquerade and bring holy (mortal) hell down on everyone else’s heads. Only the most foolish of Anarchs puts blind faith in others of his sect, and most at least reluctantly acknowledge the sometime necessity of a sanctioned asskicker to keep the less-principled in line. A Reeve is similar to a Sheriff, but often has even less accountability. Many bullies end up in the role, but brutish would-be Reeves should take heed: in an Anarch domain, a Baron may end up siding with the Kindred who decide that enough is enough and it’s time to physically effect a change in the Reeve’s attitude. The Baron usually declares a Reeve, but popular opinion among the Damned of the Domain can just as quickly ruin him.


In practice, the Reeve is much like the Sheriff, but the role’s lack of formal support in the form of the Baron reduces its Status. The difference in Status implies the lack of esteem that many Anarchs hold for authority figures.

Baron: By its simplest definition, a baron is simply the Anarch Movement’s equivalent of a prince. However, they are not quite the same, for it’s not uncommon for a given city to have two recognized barons, each claiming a different jurisdiction of the city - sometimes the two are rivals, but more often, however, barons work cooperatively.

The Laws of Central Illinois

The Baron’s Laws will be considered the supreme Law of the Land.

If Gangs are going to be permitted to enforce their own laws on their own Turf, some consistency is required

The Baron will provide Turf to each recognized Gang within Central Illinois. A Gang’s Turf is theirs to control how they see fit, so long as they respect the supreme Law of the Land.

Committed members of the Cause who choose to band together to ensure their safety and the safety of their Gang deserve to be rewarded and have this choice recognized.

Disputes over violations of a Gang’s Turf will be investigated by the Reeve or a neutral third party agreed upon by the Gang Leaders of both offended parties. Once the investigation has been completed; evidence will be presented and arbitrated by the Baron or a neutral third party agreed upon by the Gang Leaders of both offended parties.

6a. You may not keep a Haven inside another Gang’s Turf.

6b. You have the right to travel freely through another Gang’s Turf so long as you are doing so peacefully and expeditiously.

6c. Castle Doctrine will be the law in regards to defense of your Haven, not your Gang’s Turf.

6d. Anyone may keep a Haven in designated neutral territories. Should you keep a Haven in unclaimed Turf, you will be required to relocate should that Turf be claimed by a Gang in the future.

If you're going to act like children who can't be trusted to self govern, you'll be treated like children. A Reeve is a position that civilized society should not require.
